Do I need planning permission? Do I need Building Regulation approval?
To help you understand these issues we detail below some of the "conditions" attached to planning permission and building regulations..

PLANNING PERMISSION
In England and Wales you will not usually require planning permission, provided you do not exceed the permitted development limit for your property (which is 50-70m cubed, depending on where you live).

Exceptions to the above are listed buildings and conservation areas. Please note that if your property has been extended in the past - you will have used up some or perhaps all of your "permitted development" area and may need permission. If in doubt check.

If planning permission is required it is not necessary to obtain building regulations if the following criteria are met:

  1. The extension has a completely transparent or translucent roof.
  2. The glazing satisfies the requirements of part N, Schedule 1 (toughened/safety glass).
  3. The extension is permanently separated from the remainder of the property by means of a door.
  4. The extension walls are substantially glazed. (Should not have more than 25 % of its wall area as brick work).
  5. The extension is sited at ground level.
  6. The extension is not permanently heated!
  7. The extension has a floor area not exceeding 30m squared.
  8. The extension does not contain any drainage facilities. (i.e. sink, WC, or washing machine).

Conservatories that require building regulation approval will need the following increased specifications in order to meet approval:

  1. A set U value would need to be met, which can only be achieved by using a low emmisivity sealed unit in all glass requirements.
  2. The foundations will need an increased specification.

The Building inspector will need to be present at certain stages of the contract in order to give his approval. This, of course, is chargeable by the local Council.

A letter to your local council enclosing a drawing of your planned conservatory is always a wise action. You will receive a standard response, which will qualify some of the above.
